Producers must register with Naturvårdsverket and report packaging volumes annually by 31 March. Registration alone is not enough: you must also affiliate with an approved producer responsibility organisation, through which the collection and recycling of packaging waste is financed.

Sweden has two approved organisations, Näringslivets Producentansvar i Sverige AB and TMResponsibility AB. Which one suits you depends on your materials, volumes and where your goods enter the market. We handle the affiliation and the registration together, because doing one without the other leaves you visibly half-registered.

The deadline nobody is talking about

Because the producer definition changed mid-year, Sweden has a transitional reporting requirement that does not exist anywhere else. By 31 March 2027, volumes must be reported for two separate periods: 1 January to 11 August 2026 under the old Swedish definition, and 12 August to 31 December 2026 under the new EU definition.

For some companies those two periods have different responsible parties. A company that was not a producer before August and became one after it still has an obligation for the later period, and may have none for the earlier one. Working out which figures belong in which report is the part that takes time, and it is easier done now than in March.

Reporting fees are quoted per year and assume you can provide volume data by material. Where you cannot, we will tell you what is missing before we quote rather than discovering it in March.

What the setup fee covers. One registration, affiliation with one approved organisation, and one round of follow-up questions. Changing organisation later, correcting a registration after your data changes, and handling authority queries beyond the initial submission are charged on a time basis.
